Terms of Sale & Refund Policy
These Terms of Sale (“Terms of Sale”) govern all purchases of digital products, downloadable assets, templates, spreadsheets, calculators, and online courses (“Digital Products”) made on Commissioning Manager (www.commissioningmanager.com), operated by Cx Systems Limited (“Company,” “we,” “us,” or “our”), a registered Hong Kong company (Suite 202, 2F, Lap Fai Building, 6-8 Pottinger Street, Central, Hong Kong).
By completing a purchase, clicking “Buy Now,” “Place Order,” or accessing downloadable files, you (“Customer,” “Purchaser,” or “you”) agree to be legally bound by these Terms of Sale, which form an integral part of our overarching Terms of Service and Privacy Policy.
1. Digital Nature of Products & Delivery
All products sold across our platforms are delivered exclusively in digital formats such as downloadable PDF, XLSX, DOCX, ZIP files, or web portal access. You acknowledge and agree that:
No Physical Goods: No physical items, books, USB drives, or hardcopy documentation will be shipped to you.
Immediate Electronic Delivery: Delivery is executed immediately upon successful payment authorization via automated download links displayed on the checkout confirmation page and sent to your designated email address.
Customer Responsibility: You are responsible for providing an accurate, functioning email address and ensuring your technical environment supports viewing and opening standard digital formats such as Microsoft Excel or Adobe PDF Reader.
2. Refund & Return Policy (“All Sales Final”)
IMPORTANT NOTICE: Due to the immediate, irrevocable nature of digital content delivery, all sales of Digital Products, downloadable templates, tools, and courses are FINAL, NON-REFUNDABLE, AND NON-RETURNABLE once payment is processed and download links or portal access details are issued.
Unlike physical goods, digital assets cannot be “returned” or “un-downloaded” once access has been provided. Product descriptions, preview images, asset inclusions, and sample specifications are made available prior to checkout to allow full evaluation before purchase.
Narrow Exceptions to No-Refund Policy
Refunds or store credits will only be considered under the following limited circumstances at the sole discretion of Cx Systems Limited:
Duplicate Purchase: You inadvertently purchased the exact same Digital Product twice within a 24-hour window using the same email account. The duplicate transaction will be refunded upon verification.
Corrupted or Defective Files: The downloaded file is corrupt or technically defective, and our technical support team is unable to provide a functional replacement file within three (3) business days of receiving your request.
3. Single-User Asset Licensing & Usage Limits
Purchasing a Digital Product grants you a limited, non-exclusive, non-transferable, non-sublicensable single-user license to use the asset strictly for your individual professional practice or internal business projects. Under this license:
Permitted Use: You may edit, adapt, populate, and utilize spreadsheets, checklists, and templates for your active building commissioning, engineering, and project management deliverables.
Prohibited Distribution: You may NOT resell, sublicense, re-package, upload to public file repositories, distribute, share login credentials, or publicly publish raw source templates, formulas, code, or materials without explicit prior written authorization from Cx Systems Limited.
Intellectual Property Retention: All underlying copyrights, intellectual property rights, source structures, and visual designs remain the exclusive property of Cx Systems Limited.
4. Pricing, Payments & Taxes
Currency & Gateways: All prices are displayed in USD or local currency equivalent and are subject to change without prior notice. Payments are securely processed via certified payment platforms such as Stripe, PayPal, WooCommerce, and Payhip.
Pricing Errors: If a product is listed at an incorrect price due to typographical or technical error, Cx Systems Limited reserves the right to cancel or refuse orders placed at the incorrect price.
Taxes & Duties: You are responsible for any local sales taxes, VAT, or digital consumption taxes applicable to your jurisdiction.
5. Fraud Prevention & Chargeback Policy
You agree to contact our support team through our contact form to resolve any billing inquiry or order issue before initiating a payment dispute or chargeback with your bank or credit card provider. Initiating an unauthorized or fraudulent chargeback for a delivered digital asset will result in immediate termination of your account, revocation of all asset licenses, removal from future purchases across all Cx Systems Limited domains, and potential reporting to international fraud prevention databases.

All technical templates, spreadsheets, workflows, and calculation tools are provided on an “as is” and “as available” basis for general educational and preliminary reference purposes only.
