It sets out the minimum qualifications and comparable project experience that prospective consultants or firms must demonstrate to be considered for the shortlist. The criteria are included in the RFQ and used to screen submissions consistently. The record is kept in the Stage 1 procurement file to show that shortlisting decisions were based on requirements established in advance.
